OK, I wonder if I missed something with Rory's prom. I'm watching
reruns on ABC Family and she was wanting Jess to take her to Stars
Hollow prom because she wanted to go with Lane. That made sense, but
the next episode when Paris asks Rory about prom plans it sounds like
Rory won't go to Chilton's prom. Do we ever know why she can't or won't
go to both proms?

Rory's shut out of Chilton's prom for the same reason she's shut out

This is rendered moot by Jess skulking out of town on a bus. Rory had
no date whatsoever for Chilton's prom and clearly didn't even consider
taking even some dateless geek from Chilton (ie: Brad).

there's been an actual explanation why Chilton's prom wasn't considered?
We can speculate that Jess would have been jealous if she went with
someone else, or Jess refused to go and she didn't want to go with
anyone else, etc, but did the show ever actually SAY why? I can't
understand why it wasn't even discussed or mentioned in a simple
sentence to explain the situation.

This is one never-addressed issue that didn't bother me at all. I just
assumed Rory had no desire to attend another snooty Chilton function (and
perhaps found out too late about not getting to go to the other prom to get
tickets), was bummed about Jess (so didn't want to consider going stag
somewhere), and was already too busy with "every minute booked until after
graduation".

This is one never-addressed issue that didn't bother me at all. I just
assumed Rory had no desire to attend another snooty Chilton function (and
perhaps found out too late about not getting to go to the other prom to get
tickets), was bummed about Jess (so didn't want to consider going stag
somewhere), and was already too busy with "every minute booked until after
graduation".
I totally agree that this was really something that didn't have to be
addressed -- because even the implications of why they just didn't go
to Chilton are pretty much taken care of by the situation as it
existed already. Jess was in short order kicked out of SHHS, kicked
out of Luke's apartment, kicked out of the whole town. Not really
enough time to even entertain the subject of going to the Chilton prom
instead, and even then, Rory had seen that Chilton already wasn't the
most welcoming place for a Townie (Dean) with a *far* better
temperament than Jess's.

It's a classic example of why shows don't explain anything that
doesn't absolutely *have* to be explained -- when things can be
deduced by inference from past behavior (for long-time viewers) and
from the sheer speed and emotional force with which the current
situation unfolds (for the newer viewer).

I kind of assumed that myself, but every time I see these episodes I
wonder why they never explained the reasoning. Just one "Well, I'm not
going to another dance at Chilton, not even prom" line or something.
Not that it's a big deal. It doesn't make any difference in the
storyline so I don't get angry about it like, say, the April thing,
which on some days can send me into a lather. ;)

Well, she does have a micro discussion regarding prom with Paris, kind of
implying she prefers the more casual Stars Hollow prom over the Chilton one
(see excerpt below):

PARIS: As you were. [to Rory] So, have you figured out your plans for
prom night yet?
RORY: Oh, no, but Stars Hollow is a much more casual kind of a prom. Less
Cinderella, more Footloose.
PARIS: Still a prom.
RORY: It is still a prom.
PARIS: I can't wait.

I don't remember an explanation.

My guess at a reason was Rory planned to go the SH High Prom and didn't want
to go to two proms, especially since she had few friends at Chilton (maybe
none - depending on how you count Paris).
